Voice Identification on Libby's Phone
ISP Officer Brian Harshman testified that, after listening to numerous calls involving Allen, he identified Allen’s voice as the one saying, “Guys, down the hill” on Libby’s phone recording.
The Defense Argument:
Lack of Independence/Objectivity
Voice identification by an officer deeply involved in the investigation, without independent forensic analysis, is inherently subjective. The defense’s broader emphasis on the absence of objective forensic links implies this testimony lacks scientific rigor and could be biased.
Voice identification is a notoriously unreliable field, especially without advanced forensic techniques or blind testing. Harshman’s familiarity with Allen’s voice introduces bias, and the lack of independent verification renders this evidence speculative, failing to meet the standard of proof required for conviction.

In March 2025 the full "Bridge Guy" video as extracted from Libby German's phone was released by Richard Allen's trial attorney. This highly-anticipated piece of critical evidence stirred a great deal of online discussion. You can watch it, and assess for yourself if the captured voice is enough to convict someone beyond a reasonable doubt.
The full Bridge Guy video also provides more data from which a height analysis could be performed. Experts have not yet carried out this analysis formally, but it is clear to many that the man spotted in the video, on the Monon High Bridge, is a lot taller than Richard Allen's 5'4 height.
