New Appellate Attorneys Appointed to Represent Richard Allen

On January 8, 2025, the Carroll Circuit Court formally appointed two seasoned appellate attorneys - Stacy Uliana and Mark Leeman - to represent Richard Allen in his appeal. This comes after the Indiana Public Defender's Office acknowledged the court's inability to provide local counsel for the complex appellate case.
Both Uliana and Leeman bring decades of experience and a deep understanding of Indiana's criminal justice system to Allen’s legal team.
About Stacy Uliana
A lifelong Hoosier and dedicated criminal defense attorney, Stacy Uliana has been practicing law since 1997. She runs Uliana Law, a solo practice in Bargersville, Indiana, and has built a reputation as one of the state’s top appellate and post-conviction lawyers. Her work spans both state and federal courts, including complex jury trials and high-profile appeals.
Uliana is perhaps best known for her role in securing the release of David Camm, a former Indiana State Police trooper wrongfully convicted of killing his family. Uliana represented Camm through multiple appeals and trials over the course of 13 years, ultimately helping to prove his innocence.
In addition to her practice, Uliana has contributed to legal education and reform through publications, teaching, and court rule development. She’s also served as an adjunct professor at the IU McKinney School of Law and was previously nominated as a finalist for a seat on the Indiana Court of Appeals.
About Mark Leeman
Mark Leeman, based in Logansport, is recognized as one of Indiana’s most seasoned appellate attorneys. With nearly 200 appeals under his belt across the Indiana Court of Appeals, Indiana Supreme Court, and the U.S. Court of Appeals for the Seventh Circuit, Leeman’s record speaks for itself.
